The approximate first half of The Secret of Blue Water, before the
nautilus was destroyed is much better than the second half is turning
out to be.

I won't say that it has become a "wacky comedy," but there seems to be
more comic relief/wacky hijinx moments in the (approximate) second half.

With her usual outfit, the way she cut down the navy uniform, and the
nude scene in red noah, Nadia is becoming the official fanservice mascot
of the show.

I would have been fine if her usual outfit had been the dress that she
first appeared in, and Miss Grandis of team rocket had been the
fanservice mascot.

Perhaps they could have put her in a miniskirt like Jessie (or whatever
the hell her "real" name is) from Pokemon, found some contrivance to
make her run around in her skivvies (like Bulma from DBZ) or her purple
bikini.

Don't get me wrong, I don't mind cute girls in skimpy outfits, or even
fanservice in general, but something about making Nadia the fanservice
girl for the show just doesn't sit right with me.

I even don't mind it when a show has "too much fanservice" like Agent
Aika, Najica Blitz Tactics, or High School of the dead.

BTW, I have seen actual hentai, and do not consider those to be
"borderline hentai" or anything like that, they are "panty shot" shows
that I suppose are somewhere between PG-13 and R.

Sometimes they put "panty shots" in using sneaky tricks, for example:

The old Sailor Moon was certainly not a "panty shot" show, but every
once in a while they did sneak one in, though technically, the girls
were wearing leotards under their skirts so they were not technically
"panty shots."

I don't remember Cardcaptors being a "panty shot" show, but in the
episode where the main character (I can't remember her name right now)
joins the gymnastics team, there are lots of panty shots that are not
technically panty shots because they are actually gymnastics leotards.

In lots of other show they put the girls in swimsuits or
"high-school-girl-pe-uniform-bloomers" or some other type of
skimpy/revealing outfit.
