General Grievous' MagnaGuards back in Episode II had Electrostaffs that
are "resistant to lightsaber strikes".

It's probably based on the "Electrostaffs" from the prequels:

The trooper is called "Riot Control Stormtrooper" and looks like this:

You can even see him toss away the shield before engaging Finn.

Well, as "riot control", the electrostaffs seem to be quite effective, but they
do seem to be primarily used to block light saber attacks, so it's a bit of a
stretch to make logic out of the storm troopers carrying them around.
Also, why would a riot control trooper land with the attack force here? :)
And as to how they could recognize him so easily - well, that is odd, unless
they were squad mates back when. But, another long stretch. I guess they wanted
more light saber action and this was the only way to squeeze it in. :)

In the trailer it looked to me like those flashlights you can crank if
you haven't got batteries.
I want one, but I'd probably hit myself with it.

Alright. At least it seems to have some explanation, even if it doesn't make sense.

It did show that Fin could at least turn a lightsaber on and use it. That's probably why they did it, as a set up for the later fight.
