I doubt that you'll get much help in this forum as the traffic is nonexistent. You'd do better asking at EAB (http://eab.abime.net/) or even Facebook (https://www.facebook.com/groups/CommodoreAmiga/).
That said, have you checked that the ENV assignment points to a correct location? Or that the locales.prefs are read after ENV is set? It is probably somewhere in startup-sequence.
Or maybe you could try to open the locales.prefs with text / hex editor etc. to see if it will open normally and there are no disk errors or some such.
It's been a long while I last fiddled with WB boot routine so I may be in error.

Thanks for your answer, I'll check one of these forums.
I tried to open the file with a text editor, with no success that wasn't
readable characters.
I'll check the boot sequence.

Have you checked that disk lately?
How old is it?

Hi,
I removed the hard drive as it was really noisy.
I use a Compact Flash card instead.
