If the cursor is leaving a fading line then the problem is in the
monitor - reduce the brightness a bit and see what happens.

Of course the monitor should have a re-cap job done - the original
capacitors are just too old to be reliable. If it hasn't been recapped
in the past ten to twenty years then a re-cap is still advised.
