Using powerstrip, I added a 100 Hz 768x576 display mode in WinXP, and
set VICE to use it in fullscreen mode. VBLANK synchronization is
checked, but scrollers still tear and interlaced graphics still
flickers unevely. What's needed for this to work? I used to have a
rock solid 50 Hz mode in the DOS version of CCS64 2.0, but that
doesn't work anymore...

Even if you set up a mode with a frequency of 100 Hz, it'll not be
guaranteed that the fullscreen mode will utilize that resolution. I am
not sure about the Ati cards' settings here, but there used to be such
problem at least with NVidia drivers and now there's a way to force a
certain full screen mode with a given refresh rate. Make a Google search
if you can't find it among the display settings.
