Here in Australia, we are being served up a good helping of Star Trek
episodes at the moment, even if they are repeats, three episodes of
ST:DS9 each Thursday evening which then get re-repeated on Saturday
afternoon and also one episode each Monday to Friday, ST:Voyager has
just finish its run and ST:NG has just restarted.
In "Encounter at Farpoint", the first Ep of ST:NG, Q zaps a navigation
officer, Lt. Torres (played by Jimmy Ortega), apparently a human.
Anybody know if he, the character, is related to the B'Elanna Torres
character from ST:Voy, as she is half-human, half-Vulcan??

B'Elanna Torres is half-human and half-Klingon.
The Star Trek Encyclopedia doesn't say they are related nor what
species he is. It might be possible (when she was five years old
B'Elanna's father left her and her mother and went back to Earth), but
realisitcally there's probably thousands of people with the surname
Torres spread throughout the galaxy.

Realistically, this is Star Trek, not the real world, and in Star Trek
everybody is related to everybody else.

Opps!! My mistake!! Guess I was connecting her, race-wise, to Tuvok, who
is Vulcan, right??

Yep, Tuvok is a Vulcan, the same as Spock (although Spock is half-human)
