Sukeban Deka means deliquent leader detective as far as I know,
It showed up on the Manga Fox site as Sukeban Keiji. I thought that
this Sukeban Keiji would be something else with a similar theme but no
it was the original manga and very tough. Opens in a high security
prison where the title character is locked behind electrified fences.
The warden likes butch girls and that gives the next escape plan a start.
The sukeban of the title resists being recruited as a detective
but she will finally let the story wind on.
It has been an anime and a TV show as well. I first heard of it
in Kimagure Orange Road TV episodes where the students are trying to
make a TV adaptation of it with Madoka and Hikaru in the starring roles.

This is a bit older but well worth the reading.

Well this is considerably different from the anime much tougher
as Saki woops that would be a spoiler.

Wada Shinji passed away in 2011 at the age of sixty but amazingly, he had a
forty-year career in manga. It's pretty rare for a man to spend his entire
career doing shojo manga.

Apparently, Saki is a very popular name because of this manga and many girls
have that name in Japan if their mothers grew up reading this manga.

I found the entire manga collection at a used-book sale.
