There was a discussion a while ago about how a factory shrinkwrapped PC
Engine game looked like, and someone even had pictures but none of them
looked like the one on mine. Here's a picture of mine:

What I thought strange is that the plastic is folded over. Is this
reshrinkwrapped?

Thats not even reshrinkwrapped. 
it's one of those cheap cd wrap things with a folded over adhesive end. 
I see those at HMV a lot. The way it's done, it's worse than buying a 
shrinkwrap machine. I guess someone used a mint 2nd hand copy of 
Dracula X, cleaned up everything and popped it inside a cd wrap and 
sealed one end. You didn't happen to have bought that on ebay did you? I've seen a few 
like that auctioned off NEW shrinkwrapped.
