I don't know what your problem is for the vic, but the following works fine
for setting the termcaps up correctly with the c64 running unixterm.  It
assumes your new termcaps are in a file called .c64.  Change that to what you
have (plus a new path name) and see it that helps any.  I have mine in my
.cshrc file, and it has worked under both 4.1 and 4.2.
alias c64 "setenv TERMCAP /mntb/1/lawrie/miller/.c64;setenv TERM c64;set term = c64;stty -tabs"
