The 64's CIA chips at $dc00 and $dd00 count system clock
pulses, i.e., they have resolution down to the microsecond level.
With a little machine code and the Programmer's Reference Guide,
you can control these timers (there are four of them).  The 1/60
second limitation is not hardware imposed at all.
