Where was that? Not part of the Kingston plant & lab complex?
(I was on assignment to the plant for most of 1970.)

Looks like it was mainly defense work at that site.

That news article in the link says "Tech City" buildings and
Tech City is what Google Maps calls the old plant/lab buildings.

The plant was 5 large linked buildings, but I can only see three
on the satellite view. I worked in building 5.

It all seems a long time ago!
