Police would have to be issued a transmitter or some other means
to signal self-driving cars. This would require protocols to be
established (frequency allocation, message formats, etc.). Auto
manufacturers, with their NIH syndromes and desire for proprietary
lock-ins, will fight such standardization tooth and nail.

I regularly encounter construction areas where one lane is blocked and
flag people co-ordinate the use of the remaining lane. No police are
involved here - flag people will need to be equipped and trained too.

Why? They have cameras, they can see traffic lights. Why do you
imagine they couldn't see a policeman or flagger waving at them?

Perhaps, but it'll take a bit more work to not have the car confused
by a friend waving at you as you ride by.
