Inkjet cartridges tend to dry out over time, blocking the jets in the head. Fortunately the Canon mechanism replaces the head as part of the cartridge, so your replacements are likely to work, as long as they'll fit the printer.

clean the electrical contacts on the printer, the ones that mate to the
cartridge contacts, with iso alcohol and a cotton swab. The flex cable is
probably okay, and I would be more worried about bad/leaking capacitors
than any other electrical problem. Do the cartridges still feel fairly
heavy? Can you weigh them and maybe find out what they should weigh when
full of liquid?
Those cartridges were pretty easy to refill back in the day, the kit was
cheap... just a drill bit, some ink, and a silicone plug with a seal
sticker to go over top.

Have you tried a test print from the printer itself, not using a computer?
