I don't know what the lag and retention times are like, but these two
newsservers are completely free - no registration needed at all. Both
are only for the text newsgroups, not any binaries ones.

I've been using Aioe for years. It doesn't let you crosspost to more
than three newsgroups (rarely a problem) and there's supposedly a
posting limit of 40 messages per day (I've never encountered it). You
can usually just set your newsreader app to use <nntp.aioe.org>, but
the port and SSL details are at <http://news.aioe.org>

The second one is Freenews, although they had some issues a litle while
back and I don't know if it's fully working again. There doesn't seem
to be any website for it, so just set your newsreader app to use
<freenews.netfront.net>.

I did for a while myself.

When I was with Verizon, until they stopped offering it, I used their
usenet server. Now I use Eternal September.
