In the TITLE.HGR folder there are 21 image files that just show a black screen with the message 'press Tab to see screenshots'. Each one takes up 8 blocks.
The files are:
HEAVY.BARREL
TETRIS128K
DEATH.SWORD
BATMAN
SUMMER.EDITION
AIRHEART
WINTER.EDITION
SPIDERBOT
ROBOCOP
RENEGADE
BAD.DUDES
VICTORY.ROAD
PLATOON
QIX
PIPEDREAM
RADWARRIOR
D.GENERATION
BLOCKCHAIN
THEXDER128K
PRINCEUNP
RAMPAGE
Because they all have different filenames, it looks as though the originals may have been overwritten somehow.

By chance, are all the titles in DHGR?
Well, maybe not just by chance...

So why these titles are found in the TITLE.DHGR folder?

FWIW I have the same issue on my computer. I assumed it was because they needed a IIgs or something, but since they're all IIe/IIc titles, I can't imagine why that would be.

My point was simply that there are 21 identical files on this disk, each taking up 9 blocks (not 8 as I originally said). This is 180 wasted blocks, when surely one copy of the screen would be sufficient.
But due to the weird names (they are not called TAB.SCREEN.1, TAB.SCREEN.2 for instance), it makes me think that they are the result of accidentally overwriting something important, like the actual screen from the program that they are named after.

The block wastage is a future potential optimisation point.
The "press tab.." is a design choice.
I suggest following @a2_am on Twitter and reading this thread which may be enlightening.

Of particular relevance to this thread
"The live search only supports HGR, so if a game doesn't have an HGR title screen, we use a placeholder that says "press Tab to see screenshots" (which actually works for all games). Except the ][+ doesn't have a Tab key, so the next version will use Space instead."
