Did you do a search for the serial number in the upper left corner (that we cannot see all of in your picture)? Also, is there any info. printed on the back side (that we cannot see in your picture)?

Looks like it's missing whatever header would have connected to a monitor ("RGBSG" pins).

The 1982-83 date codes indicate it's probably for a ][+, as the //e hadn't been released yet.

Build quality looks a little budget.

?

I've been known to be wrong, but it doesn't look like it has to many smarts on it to me. Does it perhaps just lift the video out of the bus, and pop up a composite and rgb output?

That's kinda what I'm thinking: something that's just enough to drive either
an analog-RGB monitor or a CGA monitor. Whether it actually produces color
output or just treats the destination monitor as monochrome remains
anybody's guess (though I suspect it'd take even less logic (maybe none at
all) to turn composite video into a monochrome rendition into RGB).

It might even require you to run a cable to the composite-video output,
which would make the RCA connector on the board an input.
