the 74LS138 at H2 has an enable for each slot. you could try reseating/replacing it

Well,
- checked the second Disk II Card in another Apple II - working
- tested another Disk II in the IIplus - also not working.
- Replaced 74LS138 at H2 - no difference.
- tried another Slot - the same
