Certainly can and it is quite interesting to see what can be
done with a smart phone.

Perhaps you meant low-brown humor but then Tezuka was
always happy to use any gag that would fit. But if that is his
caricature at the end of the page it would be a much better image
than Tezuka used.

I don't think it has been translated into English but here's his serialized
work starring Blackjack and few other well-known Tezuka characters. It's
mostly Roc (BJ's best pal from school who turned to crimes) and BJ's arch
nemisis Dr. Kiriko (the original Dr. Kavorkian) and Kiriko's (attractive)
sister. Kiriko is a suicide doctor and often comes into conflict with BJ
who wants to save lives at all cost.

In the original BJ apparently Tezuka did two identical stories where BJ
helped Roc changed his appearance and fingerprints. Tezuka didn't like the
first attempt and apparently did it again with an ending where they remains
friends.
Nanairo Inko often appears as food critic. This shonen series doesn't
appear to be well-known in U.S. but I cried when I read the final episode.
