Only the very oldest (rev. A IIRC) IIes didn't support DHR. Is your
80-column card one of the newer, smaller ones with just two 64Kx4 chips
instead of eight 64Kx1 chips? I've never seen one myself, but maybe Apple did
away with the jumper and hard-wired its equivalent after a while, as it's a
relatively small number of machines that don't support DHR and those cards
were bundled with machines that did.

There's a solder pad on the smaller card that I believe replaces the jumper on the older cards
