Thanks for that link, lots of great information in there. I suppose I should search for and purchase a drive that has been tested to work, at this moment, I don't know if I have a working drive or not... Anyone looking to sell a drive/controller for around $100?

Everyone says 'don't grease the rail' so perhaps if you bought them all from the same place, someone maintained them improperly- by lubricating the rail wrong. Or if they were all stored in a very dirty environment in the same place, it's possible they need to be cleaned on the inside. I've found that direct cleaning of the heads is very important, but probably not the source of your problem.

I definitely understand the desire to get a known tested setup, but if you have time, you may be able to resurrect at least some or all of these drives. People in this group and the Facebook group Apple II Enthusiasts may be helpful if you decide to dive further in and get lost.

True, most are not keyed, but the cable should come out on the side *away*
from the card.
