I think that's a reasonably common fault with Compact Macs, which can usually be fixed. It's simply due to life-expired passive components (usually capacitors), which are not expensive in themselves, but require soldering skills.

That will probably affect its value (indicating storage in a damp environment), but probably shouldn't prevent it from working.
Both the LC-II and IIsi are also likely to have life-expired capacitors and PRAM batteries, which will need replacing for reliable operation, unless they have already received such attention in the past few years.
If these machines are still using their original hard drives, there is a possibility of difficulty with that component. If it fails to spin up and leaves you with a blinking question mark, give the machine a firm slap - that might "unstick" the spindle bearing enough to get it running. Newer hard drives of more than 200MB capacity should be more reliable (the originals were likely 20-80 MB).
Due to the difficulty and expense in shipping computers overseas, knowing your approximate location will undoubtedly help in making further recommendations.
