I bet Catalina added new sand boxing rules. I’m still running Mojave but this type of error pops up all the time if you don’t get an app from the AppStore. You could try pressing ctrl before opening installer and clicking the open anyway prompt. Just make sure you trust the source 😀

Apple is blocking it because it's from an 'untrusted developer'.
Go to System Preferences --> Security & Privacy
Under the "General" tab there should be a box that says "Open Anyway"

Should be, but isn't. At least, there wasn't when I was trying to use Merlin32 from the command line. But when I tried double-clicking the exec file from the Finder it failed the same way, but this time added the "Open Anyway" box.
So problem solved.

try dot slash so it's a relative path? I have to use that for ffmpeg.
cd /path/to/merlin
../merlin32 /path/to/file (etc)
you can also chmod merlin so that it's executable ?

That's what I was doing. The problem was that Apple didn't add the "Open Anyway" option when I executed Merlin32 from the command line. Double-clicking it in the Finder added the option, and now I can go back to the command line. It's an Apple bug.
