The Macintosh SE keyboard has a power button on it. Does this button have
any functionality, it doesn't seem to do anything when pressed (whether or
not the system is on or off.)

I think it will bring up a dialog to confirm shutdown when pressed while running, at least for some versions of the OS.

It does nothing when the computer is off.

in macs with soft start power supplies it starts the computer up.

The keyboard you’re referring to is technically the “Apple Keyboard” and not specific to the Macintosh SE.

In fact, for most if not all of the Macintosh SE’s life, the keyboard was sold separately and you could buy either the Apple Keyboard or the Apple Extended Keyboard (replaced in late 1989 by the Apple Extended Keyboard II).

Apple didn’t start including keyboards again until the release of the Macintosh Classic and LC, which included the Apple Keyboard II.

I believe the Macintosh IIsi, releases at the same time, and the Quadra 700 and 900 released subsequently, still required purchasing the keyboard separately; at that point it was sort of a Home/Education versus Pro production line distinction.

iirc mine (ours) was in the box, of course it was an employee purchase
shortly before production of the IIsi ceased.

There is an old add-on power strip called “PowerKey” that allows you to use the power button on the old compact Macs using ADB keyboards (SE, SE/30, Classic, Classic II) and the early LC, LCII & LC III Macs. It also lets you turn off the computer from the “shut down” command. I still have one packed away somewhere if anyone is interested in that kind of functionality.

Yes, it was called the programmer's switch. One button triggered a non-maskable interrupt (NMI, useful for debugging), and the other issued a hard reset to the microprocessor (useful for giving up after unrecoverable errors). Neither was anything like the Power key, or the Eject button on Duo Docks that would shut down first.
