Only pirates "release" a video CD, and it's probably already available
to download or buy from all the usual illegal places. The quality is
crappy though since a CD stores a lot less data than a DVD.
Personally, I'm still hoping for the VHS release. ;-)

Understood. CD is usually referring to music CD.

Not exactly true. There is audience who don't needed high-resolution
graphics and detail. Also, VCD quality movies in the form of MP4 files
could be used as a sample or demonstration. If viewers liked it, they
then buy the DVD or BD.

But no company actually releases video CDs ... nobody legal anyway.
Video CD is only used by pirates and home-movie makers, mainly because
it is (or at least was) easier and cheaper than making DVDs.

It's not just better. Plenty of people still use DVDs. VCDs are just
crap.

No, I meant VCD quality movies.. it could be just downloadable files.
Lower quality means smaller file size, and hence shorter download job. :)

release products on hopeless video CD.

mp4 files are most likely to use the H264(AVC) codec which is used on
blurays. They need to because of the small file size.
I would bet a lot of people are perfectly happy with the mp4 version,
which is often in HD resolution, but not as good as bluray at all.
VCD is a specific format, and wouldn't have anything to do with mp4s.
