There's the D64 Editor for Windows. I like it. It even comes with a
nice Commodore font to add to your Windows' Fonts folder hehehe

For viewing D64s, there's D64Lister:

And here are a couple which admittedly do lack similarity to
DirMaster:

64'er Commander, uses the "Commander" interface and allows
editing:

Is there a feature you are looking for that is missing from dirmaster?

I thought it would be fun to try other programs.

Hmm, that looks interesting! I think I'm gonna get that myself, even
though I already have the D64 Editor. The multi-format aspect is very
nice--we should see that in more PC-end C64 accessories hehehehe Well,
I think so, it only stands to reason hehehe

What's wrong with Dirmaster? It's the only program I know of that can
handle the IEEE formats such as 8050 as well as the IEC formats like
the 1541. I haven't found problems with it but if you know of some
hidden gotchas, let us know!

For me, I use D64Editor most of the time simply because it
allows you to import multiple files into a disk image at once.
The idea of having to import each file individually sends
shivers down my spine.

DirMaster let's you drag and drop multiple files in both directions.

Ahh! I never tried the old drag and drop. Seems strange that you
can't do this using the import window, but In any case I think a
change of program may be in order.

Thank's for pointing this out to me.

Ain't it a bit funny that yet another closed-source program has the same
features and limitations as the GPL'd VICE c1541 utility...
