Presumably because that's what the original VIC-1112 used:

Yeah. I'm a bit surprised since it should have been possible to do it with
6520's which *should* have been cheaper. But then maybe Commodore/MOS had
tons of leftover 6522's sitting around. Something to do with a serious bug
with the shift register.

I can't speak as to why Commodore did it that way, but we did it because we are making a replica of the original :)

I get what you're trying to do. If I am feeling masochistic enough I'll look
at the ROM dump sometime to figure out what they were doing. Implementing an
IEEE port should have required just a single 6520 (or 6820/6821) for the
port itself. Dunno why they would be using a *pair* of 6522's.

For the Buscard II which had to support a Centronics printer port in
addition to the IEEE port, plus I/O lines for bank-switching the ROM, etc.
we used a 6532 RIOT and a 6520 (or equivalent).
