Can anyone post whatever happened to the  Bill(s) before
Congress that would (or do) regulate the operating of
private computer bulletin boards?  I remember that some
of them were absolutely insane when it came to holding
the sysop responsible for the postings of random callers.

And then there was the case of that one sysop who was
arrested (maybe more than one?).  Any info would be
appreciated, becase I am considering starting one of my
own if the laws are reasonable.

P.S. Can anyone tell me the best bulletin board software
      (PD and otherwise) .
