I've got an LC 550. When I first tries using it, it booted up just fine. I
don't recall how many times it chimed.
Then, after plugging it again some time after it would NOT turn on. I'd
hear the CRT make sound when you flipped the switch, but no power otherwise.
After letting it sit while plugged in overnight, it fired right up! It
chimed TWICE though, which is odd. I removed the logic board, checked the
caps (they all look GOOD) and put it back... again, chimed twice and booted
right up.
Any ideas? Could the logic board battery be dead, or maybe the power supply
has an issue?

Try replacing pram battery, the reset pram with com option p r at boot, all beige macs don't like dead pram batteries especially performas.

My guess on that is that since the nvram is battery backed and the
PRAM battery is dead, that the mac chimes, recognizes that the nvram
doesn't contain anything but random garbage, and resets the PRAM
itself. Just a guess.
FWIW my 6116 will absolutely not boot without a functioning PRAM
battery unless I, standing on one foot, pressed the power button on
and off in quick succession to "charge" that nvram power circuit long
enough for it to do its thing. Its much easier to get a PRAM battery,
or solder those CR3026 battery holders in there (although 4.6V vs 3V
is a big difference)
